Form 1116 is the form individuals use to claim the Foreign Tax Credit. Rather than excluding income, it reduces US tax dollar-for-dollar by the foreign income tax you have already paid on that income. It works within categories of income and can generate carryovers where foreign tax exceeds the US tax on that income. For Americans in a high-tax country such as the UK, the credit claimed on Form 1116 is frequently central to avoiding double taxation, and it often competes with the Foreign Earned Income Exclusion.
